ISO 20471:2013 – High visibility clothing: Test Methods and Requirements

ISO 20471:2013 – High visibility clothing: Test Methods and Requirements

ISO 20471:2013 is the internationally recognised standard that specifies the requirements for high-visibility clothing used to enhance the visibility of individuals working in high-risk environments. These garments are designed to ensure that wearers remain highly conspicuous in all lighting conditions, including broad daylight, low-light settings, and at night when illuminated by vehicle headlights.

What is ISO 20471:2013?

ISO 20471:2013 sets out the performance requirements and test methods for high-visibility garments used in occupational environments where workers must be clearly seen to avoid hazards. The standard ensures that clothing incorporates a combination of fluorescent material (for daytime visibility) and retroreflective material (for nighttime visibility).

The standard classifies garments into three performance classes, based on the minimum surface area of fluorescent and retroreflective materials. Higher classes indicate enhanced visibility and are typically required in environments with higher levels of risk, such as construction sites, roadside work, airport operations, emergency services, and industrial facilities where moving vehicles or machinery present a danger.

ISO 20471:2013 provides clear, measurable criteria that help organisations select appropriate PPE, standardise safety requirements, and ensure that visibility garments maintain performance after repeated use and washing.

Why does an organisation need ISO 20471:2013?

Organisations require ISO 20471:2013 to ensure the protection of employees working in environments where poor visibility could lead to serious incidents or fatalities. Compliance with the standard helps employers meet legal obligations for the provision of suitable PPE under Occupational Health and Safety laws and related regulations.

Implementing ISO 20471 also demonstrates a commitment to worker welfare, strengthens organisational safety culture, and provides uniformity in PPE selection.

ISO 20471:2013 supports organisations by:

  • Reducing the risk of accidents caused by poor visibility.
    • Supporting compliance with national and international PPE regulations.
    • Providing clear specifications to guide PPE procurement decisions.
    • Helping organisations choose the correct high-visibility garments based on risk.
    • Ensuring that safety clothing remains effective, durable, and reliably constructed.
    • Reinforcing a proactive and responsible safety culture.

What are the benefits of implementing ISO 20471:2013?

Implementing ISO 20471:2013 delivers substantial benefits for both employees and the organisation by strengthening PPE performance, improving workplace visibility, and enhancing occupational safety systems.

    Key benefits include:

        • Improved worker protection and reduced likelihood of visibility-related accidents.
          • Assurance that PPE meets internationally accepted performance requirements.
          • Stronger compliance with OHS legislation and regulatory directives.
          • Enhanced organisational reputation for prioritising employee welfare.
          • Fewer incidents and disruptions, leading to improved productivity and efficiency.
          • Consistency when integrating high-visibility requirements with other PPE standards.
          • Long-term cost savings as compliant garments are more durable and reliable.

Organisations that implement ISO 20471 demonstrate measurable improvements in safety performance and contribute to a more controlled and compliant operational environment.
